The forms are the cut-outs from the particle board that was used to build the arch. They lay the sheetrock over the form and slowly wet the back of the boards. The rock conforms to the forms and then hardens in the sun. Apparently the trick is in just how much water to use (not much) and how slowly you bend the boards. They had clearly done this many times before (mostly for curved walls they said).
